Agenda

Context

The Asian Institute of Management, Wallace Business Forum and Embassy of Switzerland in partnership with Novartis Healthcare Philippines are co-organizing the 2019 Hospital CEO Forum on December 12, 2019 at the Rigodon Ballroom of The Peninsula Manila in Makati City. Last year’s Hospital CEO Forum, which was themed “Creating Excellent Outcomes in the Philippine Healthcare System,” provided a venue for hospital CEOs to share ideas and practices relevant to local hospital operations and co-create value in the country’s hospital systems. With this year’s theme “Creating Excellent Outcomes with UHC,” the 2019 Hospital CEO Forum aims to gather CEOs of leading private and public hospitals in the Philippines to discuss ways local hospitals can partner with the government in fully implementing the Universal Health Care Act for the benefit of all Filipinos.

With the passage of the Universal Healthcare Act and the signing of its Implementing Rules and Regulations, I urge all healthcare providers to continue their commitment in providing the best quality patient care in their respective institutions . I am grateful for your commitment to partner with the government in fully implementing the Universal Health Care (UHC) Act to promote the health and well-being of all Filipinos. The Department of Health is one with you in wanting excellent health outcomes for our countrymen.

While we count the signing of the implementing rules and regulations (IRR) of the UHC Law as a victory for the Filipino people, this is merely the tip of the iceberg of reforms in the current health system that we are undertaking.

As we move onwards, we also go back to the heart and reason for our advocacy for UHC: Juan and Juana. The new IRR has further crystallized our vision for Juan and Juana, and enables us to create a future where they are unafraid of any financial burdens from health care through the security of the National Health Insurance Program. Mr. Jugo Tsumura
President and Managing Director, Novartis Healthcare Philippines

Jugo Tsumura began his professional career as an Officer of the Steel Department No.1 at the Itochu Corporation in Japan, a position he held from April 1992 to August 1996. He then moved on to PT Indonesia Sarana Steel Center in Indonesia, holding the position of Manager of the Business Department from August 1996 to September 1999. In October 2001, he then moved on to Sony Corporation in Japan as Assistant Manager, Global Marketing Office from October 2001 until November 2002, and then as Auditor in Section No.1 of the Global Audit Department from November 2002 to January 2004. He then moved to Sony Europe GmbH in Germany as Manager of Internal Audit Europe from February 2004 to June 2005. He then headed back to Sony Corporation in Japan in July 2005 as Senior Manager of the Group Planning Section, Corporate Planning Department, a position he held until March 2007.  He then moved on to GlaxoSmithKline K.K. Japan where he held several positions.  From April 2007 to October 2007 he was Corporate Officer & Vice President, Head of Marketing. November that same year until December the following year, he was the Manager of the Promotion Department, CNS Franchise.  January the following year, he was made Head of the Project Management Office, CNS Franchise until July of 2010.  He was later promoted to Department Manager of the Neurology Department of the CNS Business Unit., holding that position from August 2010 to June 2012. Immediately followed by his stint as Corporate Officer & Vice President, Head of the Neuroscience Business Unit from July 2012 to April 2015. After which he was made Corporate Officer & Vice President, Head of Marketing until May 2016.   Jugo Tsumura received his Bachelor of Arts degree in Economics in March of 1992 from the Keio University in Tokyo Japan, and later received his Master of Business Administration in International Management with Distinction in August 2001 from the Thunderbird School of Global Management in Glendale, Arizona, USA. In addition, he received his certification as Internal Auditor from the Institute of Internal Auditor in the U.S.A. Besides speaking his native Japanese, Jugo Tsumura also speaks fluent English and conversational Indonesian.


Dr. Jikyeong Kang
President and Dean, Asian Institute of Management

Jikyeong Kang has been the President and Dean of the Asian Institute of Management (AIM), and its MVP Chair in Marketing since 2015.

Jikyeong is a Board member and Secretary-Treasurer of the Association to Advance Collegiate Schools of Business (AACSB), the world’s largest and the most prestigious business education alliance and accreditation body.  She is a Board member of European Foundation for Management Development (EFMD), an international 900-member organization of business schools and corporations; and a Council member of the Association of Asia-Pacific Business Schools (AAPBS), providing opportunities for the advancement and development of business and management education in Asia-Pacific.

She is also an Independent Director of Security Bank, one of the Philippines’ leading universal banks, and of Kesoram Industries, which is part of the B K Birla Group of Companies in India. In addition, she serves on the international advisory boards of several premier international business schools. In 2017, Jikyeong received The Asia HRD Award for Contribution to Organization. This award is bestowed upon individuals who have built their success on innovative systems, processes, and practices which have impacted overall employee development and productivity with an accompanying effect on the bottom line.  Jikyeong also received the Brand Laureate Best Brands’ International Brand Personality Award in 2018.  With her leadership, AIM was given the 2019 Asia Pacific Entrepreneurship Award for Corporate Excellence in Education and Training fordemonstrating sustainable growth, responsible leadership, and operational excellence.


H.E. Ambassador Alain Gaschen
Embassy of Switzerland in the Philippines

Mr. Gaschen joined the Federal Department of Foreign Affairs in 1999 after practicing as a lawyer in the Neuchâtel Bar and the Zürich Bar. He was first assigned to the United Nations and International Organization Division. After a vote in favor of Switzerland becoming a United Nations Member State, he joined the Department Head’s cabinet. In summer 2004, he was transferred as Deputy Head of Mission to the Swiss Embassy in Bogota.

In 2007, Mr. Gaschen joined the Directorate for Resources (DR) where he worked as chief of staff. He then worked as Deputy Chief of Mission of the Embassy in Paris (2011-2015) and Beijing (2015 – 2019). Since 20 August 2019, Mr. Gaschen is the Ambassador of the Swiss Confederation to the Philippines.


BGen. Ricardo Morales, AFP (Ret.) FICD
President and CEO, PhilHealth

Gen. Morales started his military career as an infantry platoon leader in the Philippine Army assigned in Sulu. He served in various field assignments in Sulu, Basilan and mainland Mindanao, and also in several staff positions at the AFP General Headquarters in Camp Aguinaldo and at the Headquarters, Philippine Army. Prior to his retirement from the active service, he was Commanding General of the Headquarters and Headquarters Support Group at the Philippine Army Headquarters, in Fort Andres Bonifacio, Taguig City. He earned a Bachelor of Science degree from the Philippine Military Academy, and a Postgraduate degree in Conflict Studies from the Naval Postgraduate School in Monterey, California. He is also a Fellow of the Institute for Corporate Directors, and holds certificates in strategic planning, defense resource economics, and project management. Upon retirement from the active service, he joined the AFP General Insurance Corporation and was President and CEO of the AFP Mutual Benefit Association, Inc. Before his PhilHealth designation, he served briefly as Administrator of the Metropolitan Waterworks and Sewerage System. He views his designation as President and Chief Executive Officer of PhilHealth as both a challenge and an honor for being singled out by President Duterte to “fix the organization and eliminate corruption” at this crucial period when the Universal Health Care Law is to be launched. The new PhilHealth Chief is confident that PhilHealth will quickly regain the public’s trust and confidence who have been accustomed to the agency’s brand of quality service.


Hon. Stella Luz Quimbo
District Representative, Marikina City, 2nd District

Stella Luz A. Quimbo is the duly elected Representative of the 2nd District of Marikina City and the Assistant Minority Leader for the 18th Congress. She is an academician who served as a Professor and the Department Chair of the University of the Philippines School of Economics.

In 2016, she was appointed Commissioner of the Philippine Competition Commission, where she served for three years. From 2011 to 2013, she was a Prince Claus Professorial Chair Holder at Eramus University of Rotterdam in the Netherlands.

Dr. Quimbo has an extensive research portfolio in the field of Health Economics, Industrial Organization, Microeconomics, Education, Poverty, and Public Policy and Regulation. This includes her attendance in a succession of both international and local academic conferences, and authorship of numerous scientific and technical publications, one of which was acclaimed 2015 Outstanding Scientific Paper Awardee by The National Academy of Science and Technology (NAST). Later, NAST also conferred on her the Outstanding Youth Scientist Award. She was also a Freedom Flame Awardee of a German foundation for liberal politics, the Friedrich Neumann Foundation for Freedom, and a recipient of the UP President Edgardo J. Angara Fellowship and UP Diliman Centennial Faculty Grant. She obtained her BS in Economics (summa cum laude), MA in Economics and PhD in Economics from the University of the Philippines. She then spent a year at Brown University as a post-doctoral fellow at the Population Studies and Training Center. She also holds an MA in Economics for Competition Policy (with Distinction) from King’s College London.


Dr. Maria Elinore Concha
Chief Training Officer, Southern Philippines Medical Center

Dr. Maria Elinore Alba-Concha graduated from the UP College of Medicine and pursued her residency training in Family and Community Medicine at the UP-PGH. She is presently the Chief Training Officer and ISO Chairperson of the Southern Philippines Medical Center. Dr. Concha is the Chair of the Technical Review Board of the Regional Health Research Development Consortium Region XI; incumbent member of the Board of Directors of Family Medicine Educators Incorporated; incumbent member of the Philippine Academy of Family Physicians (PAFP) QA Committee; incumbent member of the Editorial Committee of the Filipino Family Physician Journal; former Regional Director for Mindanao of the PAFP; former member of the Specialty Board of Examiners of the PAFP. She is a long time public servant, a wife and a mother of 2 soccer enthusiasts.


Dr. Jeremy Lim
Co-Director, Leadership Institute for Global Health Transformation (LIGHT), National University of Singapore School of Public Health

Dr. Jeremy Lim, Co-Director of LIGHT, is a medical doctor dually trained in surgery and public health. He founded global consultancy Oliver Wyman’s Asia Pacific healthcare practice in 2013 where he remains as a Partner, and is active in NGO work across the region, supporting multiple organizations including China Medical Board Foundation, Access Health International, Save the Children (UK) and Red Cross. He also consults for various international organizations including the World Bank, Asian Development Bank and the World Health Organization. Locally, he contributes to Singapore society as a board member of HealthServe (migrant worker healthcare charity), Dover Park Hospice (local hospice) and SNTC (government-established charity organizing affordable trust funds for special needs persons). Jeremy’s research interests focuses on healthcare financing, especially social health insurance, and digital technologies to advance Universal Health Coverage.


Dr. Eugenio Jose Ramos
President and CEO, The Medical City

Dr. Eugenio Jose F. Ramos is the President and CEO of Professional Services, Inc. (PSI), owner of The Medical City (TMC) Enterprise, which covers five hospitals in the Philippines and one in Guam and over 50 clinics in Metro Manila and in select provinces in the country. He assumed this position in September 2018 after being Senior Vice President (Medical Services Group) of The Medical City for 12 years and concurrently the CEO of TMC Iloilo for five years.

A passionate and ingenious leader, Dr. Ramos won the much coveted CEO of the Year Award in the Health Care Asia Awards 2019 held last May in Conrad Centennial Singapore.  Only a few months in office, Dr. Ramos has already broken down silos in the hospital by championing the importance of human connections and conversations that spur new potentials for innovation and organizational growth across the TMC Enterprise. Apart from encouraging strong community ties, he also introduced a matrix organizational structure, which warrants quicker interdisciplinary response and adaptation and facilitates a horizontal flow of skills. In his term, he adapted changes in physical facilities to promote a healing environment. Revenue -wise, the CEO also automated business intelligence and improved financial processes.

Dr. Ramos obtained his medical degree in 1980 from the University of Sto. Tomas. He completed his internship and residency in Internal Medicine at The Medical City (1980 -1984), and his fellowship training in adult cardiology at the UP-PGH (1985- 1986). He is a diplomate and fellow of the Philippine College of Physicians (PCP) and of the Philippine College of Cardiology.

His medical career runs parallel to a career in the corporate world from 1988 up to the present. He joined Bristol-Myers Squibb (BMS) in 1988 as its Medical Director and became its Marketing Director in 1998 until 2000. From January 2001 to June 2006, he was with United Laboratories, Inc. as VP-GM of one of the UL divisions, Biomedis, Inc.


Dr. Relito Saquilayan
Medical Center Chief, Rizal Medical Center

Dr. Relito M. Saquilayan is the Chief of the Rizal Medical Center (RizalMed). Prior to his current position, he also served as Acting Chief of the RizalMed Medical Professional Staff and Training Officer of the hospital’s Eye, Ear, Nose, Throat Residency Training Program. He is a Diplomate of the Philippine Academy of Ophthalmology and a member of the Philippine Society of Cataract and Refractive Surgery and Philippine Medical Association. Under Dr. Saquilayan’s leadership, RizalMed is well on its way to becoming a world-class health facility. Formerly known as Rizal Provincial Hospital, RizalMed is a Department of Health-retained teaching and training hospital with a 300-bed capacity. It is a recipient of PhilHealth’s “Center of Excellence Award” and the DOH “Gold Award for Ospital na Malinis at Mabango.” Dr. Saquilayan is a graduate of the Far Eastern University – Nicanor Reyes Medical Foundation. He completed his fellowship training in ophthalmology at the National Medical Center in Tokyo, Japan. He holds a Master in Hospital Administration degree from the University of the Philippines – Manila. Among his key achievements are the International Organization for Standardization (ISO) 9001:2008 and Performance Governance System (PGS)achieving Goldtrailblazer for Initiation and  Compliance.


Dr. Maria Corazon Consunji
President and CEO, Makati Medical Center

Dr. Maria Corazon “Cay” C. Consunji is currently the President and Chief Executive Officer of the Makati Medical Center. Her unique skill set is anchored on her extensive experience in and passion for the only objective of healthcare, improving patient outcomes. She graduated with a BS Biology, magna cum laude, a Medical Degree and a Pediatrics Residency – all from the University of the Philippines. At Johns Hopkins in Baltimore, Maryland, she pursued further training in Pediatric Critical Care, a Masters in Health Science [Finance and Management], and a Masters in Business Administration. Dr. Cay has extensive experience operating in and managing healthcare systems (in the U.S., Qatar and in the Philippines), having spent more than 25 years in the field as a clinician, a senior healthcare consultant (worked on numerous projects involving hospital strategic planning, operations and efficiency, finance, healthcare policies, physician payment issues, and other programs) and Chief Executive Officer of two tertiary medical institutions in the Philippines (Cardinal Santos and Makati Medical Center). Dr. Cay is a highly professional healthcare executive who has consistently demonstrated the ability to formulate strategies to achieve growth and efficiencies, drive excellent outcomes, create collaborative partnerships and provide inspiring leadership in managing the multidisciplinary landscape of the 21st century healthcare industry. She robustly applies and combines her solid business insight with her medical experience to identify priorities and analyze needs, forecast goals, streamline operations and envision new program concepts.


Dr. Rose Marie Rosete-Liquete
Executive Director, National Kidney and Transplant Institute

Dr. Liquete graduated Doctors of Medicine at the University of the Philippines- Philippine General Hospital where she was awarded Outstanding Clinical Clerk and Outstanding Medical Intern and landing tenth place in the Physicians Board Exam. She pursued her residency in General Surgery and Vascular & Transplant Surgery at the UP-PGH Department of Surgery. She had her post-graduate training at National Kidney & Transplant Institute;  Addenbrookes Hospital, Cambridge,England; University of Pittsburgh Presbyterian Hospital and visited other transplant centers in the USA, Kyoto, Taiwan. Dr. Liquete is presently the President of Transplantation Society of the Philippines (TSP), Council Member of the Asian Society of Transplantation (AST), Advance Trauma Life Support (ATLS) Faculty- American College Surgeons( ACS). She is Fellow of the American College of Surgeons (ACS) and  Philippine College of Surgeons (PCS); Associate Member of the  European Society for Organ Transplant (ESOT); Member of the International Liver Transplantation Society (ILTS); Associate Member of the Philippine Society for Ultrasound in Surgery (PSUS); Member of the Foundation for Vascular Surgery, Inc; Fellow of the Philippine Society of Transplant Surgeons(PSTS); Member of the Association of Women Surgeons of the Philippines (AWSP); Fellows of the  Philippine Society for Vascular Surgery (PSVS now PSVES); and Life Member of the Philippine Medical Association (PMA).

Dr. Vincent Balanag, Jr. graduated Doctor of Medicine at the UP College of Medicine and pursued his residency training in Internal Medicine and Fellowship in Pulmonary Medicine at the UP-PGH. He had his Master of Science in Clinical Epidemiology from UP Manila. Dr. Balanag is a Fellow of the Philippine College of Physicians and Philippine College of Chest Physicians.  He is a member of the Asia-Pacific Society of Respirology and European Respiratory Society. He is the Past President, Philippine College of Chest Physicians and National Chairman of the Philippine Coalition Against Tuberculosis.


Dr. Noel Cortez
President, Mother Teresa of Calcutta Medical Center and North Cluster Head, Mount Grace Hospitals

Dr. Noel Cortez is the Cluster Lead for North Luzon Hospitals of Mount Grace Hospitals, Inc. (MGHI), and concurrent President of one of MGHI’s hospitals in Central Luzon, Mother Teresa of Calcutta Medical Center.

Before joining Mount Grace, he was the School Head of the Washington Sycip Graduate School of Business and Associate Professor of the Asian Institute of Management (AIM).

Noel has had 20+ years of multi-industry practice prior to his life as an academic and management consultant. His early corporate experience was in the field of Marketing and Sales in both multinational and big local companies. Noel’s rich experience as a senior executive paved the way for his foray into Organization Development, specializing in Leadership and Team Development. As consultant, he has helped organizations in industries like Telco, Media, Utility, Pharmaceutical, Energy, Cement, Hospitals, and Government. Dr. Cortez is a licensed Engineer, having received his bachelor’s degree from the University of the Philippines-Diliman, after finishing his pre-university studies from public schools. He was awarded a full scholarship by the Asian Development Bank (ADB) for his Master’s program in Business Management at AIM, culminating in an exchange scholarship at Columbia Business School, New York, where he finished his MBA in 1994. Noel received a PhD in Leadership Studies, Major in Organization Development from Ateneo de Manila University in 2013. In recent times, Noel attended a post-doctoral training on participant-centered learning from Harvard Business School.


Dr. Maria Elena Herrera
Professor, Asian Institute of Management

She is currently chairman of the strategic management department of the Asian Institute of Management (AIM) where she teaches corporate strategy, entrepreneurship and finance, and is program director of the Institute’s Master in Entrepreneurship program. 

Maya is former Chief Financial Officer of AIM and Treasurer of the AIM Scientific Research Fund, AIM’s endowment arm. She is also former research director of the AIM RVR Center for Corporate Social Responsibility. Prior to joining AIM, she was the Chief Financial Officer and Actuary of the Manufacturer’s Life Insurance Company’s Philippine office. In this position, she was also in charge of the company’s corporate planning, and internal audit functions. She was practice leader of the health care, group and risk management practices of The Wyatt Company (Philippines) – now Watson Wyatt. She was senior manager in charge of the actuarial department and group insurance services at Lincoln Philippine Life Insurance Company, a subsidiary of the Jardine group of companies. Prof. Herrera has held general management posts in other industries including insurance broking, actuarial consulting, computer software, personal care manufacturing and marketing. She is a Fellow of the Actuarial Society of the Philippines and has served in various capacities, including as Treasurer and as President, in its Board of Governors.  She has been in the global advisory council of Abelica Global, a global network of actuarial consulting firms. Maya has a Bachelor’s degree in Mathematics, cum laude, from the University of the Philippines, a Master’s degree in Actuarial Mathematics from the University of Michigan and a PhD in Organization Development from the SouthEast Asia Interdisciplinary Development Institute (SAIDI). She is a member of the Philippine Academy of Management and the International Actuarial Association.


Dr. Israel Francis Pargas
Senior Vice-President for Health Finance Policy

“Dr. Ish” to his friends and even to colleagues, corporate partners and stakeholders, and also to program beneficiaries, is currently the Senior Vice President for Health Finance Policy of the Philippine Health Insurance Corporation (PhilHealth).

 As the Chief Health Finance Executive, Dr. Ish oversees functional units which include benefits development and research, and quality assurance which is comprised of accreditation and standards monitoring. He also oversees a program management team for claims that looks into operational issues and concerns in aid of improving Corporate performance in the area of benefits delivery. He also supervises the implementation of the Reach Out Program which aims to improve communication and relationship between healthcare providers by creating streamlining projects and the PhilHealth Customer Assistance, Relations and Empowerment Staff or P-CARES who assists members and their dependents at the point-of-benefit availment and ensures that the quality of service enforced by the Corporation is observed by the accredited Health Care Institution.


Ms. Nerissa Santiago
PhilHealth’s Acting SVP for Actuarial Services and Risk Management Sector and Office of the Actuary

Ms. Santiago is a cum laude graduate of the University of Santo Tomas with a degree in Bachelor of Science in Mathematics major in Actuarial Science. She is conferred with the title of Associate Actuary by the Actuarial Society of the Philippines.

Prior to taking the chief actuarial role in PhilHealth, she performed actuarial work for international and well-known private insurance firms such as Philippine American Life Insurance or PhilAm Life, Watson Wyatt, and CMG Philippines; before she was invited to join the Tokyo Marine Pacific Insurance in Guam. There she stayed for six years, after which she heeded the call to bring her expertise in the government sector for which she now has become a dedicated public servant who has been sent to numerous international conferences showcasing PhilHealth as a premier state social health insurance provider implementing innovative strategies in advancing universal health care. At present, she is the Acting Senior Vice President, Chief Actuarial Executive and concurrent Chief Finance Officer of the Philippine Health Insurance Corporation.


Dr. Benjamin Campomanes
SVP & Head of Medical Practice Group and Medical Director, St. Luke’s Medical Center

Dr. Benjamin S. A. Campomanes, Jr., was the Assistant Head for Professional Services of St. Luke’s Medical Center Global City from 2012 to 2017 prior to his new position. He was also the former Chairman of the Department of ENT – Head & Neck Surgery at St. Luke’s Quezon City from 2006 to 2009, and Chairman of the same Department in St. Luke’s Global City from 2012 to 2014. He earned his Doctor of Medicine degree at the University of Santo Tomas, and took his residency training in ENT – HNS in the same Institution. He has a subspecialty in Rhinology with Clinical Fellowships in Charing Cross/Royal Brompton Hospital, University of Utrecht, and University of Graz. Before his recent appointment, Dr. Campomanes was an Associate Professor at the University of Santo Tomas College of Medicine and Surgery, and an Off-Country Asia Pacific Medical Expert for GlaxoSmithKline.


Mr. Gerard Servais
Senior Health Specialist, Asian Development Bank

Mr. Gerard Servais is a Senior Health Specialist in the Human and Social Development Division, Southeast Asia Department of the Asian Development Bank (ADB). He processed and managed projects in Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, and Viet Nam, focusing on health security, local health care services, and health human resources development.  Prior to his current position, Mr. Servais is a medical doctor. He worked for 20 years in Africa and Asia for the charity Médecins Sans Frontières and for the German International Cooperation Agency (GIZ).  A national of Belguim, Mr. Servais holds a Master of Public Health Degree from the Harvard School of Public Health in 1995 and received a Master of Business Administration Degree from the university of Leuven – Ghent in Belgium in 2015.


Dr. Kenneth Hartigan-Go
Head, Stephen Zuellig School of Development Management, AIM

Dr. Kenneth Hartigan-Go is Head of the Zuellig School of Development Management. Dr. Hartigan-Go was formerly Undersecretary at the Philippine Department of Health, and his portfolio covered health regulations, health and trade, private public partnership, supply chain management, and innovations.

Previously, his government posts also included being the Director General for Food and Drugs Administration (October 2012- October 2014); Deputy Director of the Bureau of Food and Drugs (1999-2001); and Manager of the Philippine National Drug Policy program. He was the founding Executive Director of the Zuellig Foundation from 2001 to 2009.        From 2013-2016, he actively advised the Chair of the APEC’s Life Science Innovation Forum (LSIF) executive board and was a substantive lead for APEC matters on LSIF, Health Working Group, and the SME working group. Dr. Hartigan-Go holds Doctor of Medicine degrees from the University of the Philippines College of Medicine (1985), and from Newcastle University UK (1998, PhD equivalent, in Clinical Pharmacology). He recently was conferred Fellow of the Royal College of Physicians (Edinburgh), a Fellow of the American College of Physicians, Honorary Fellow of the Academy of Medicine, Singapore and Honorary Fellow of the Singapore College of Physician since 2017and the current Immediate Past President and a Regent (board) of the Philippine College of Physicians.

Mr. Teves was awarded as “2009 Finance Minister of Year/Asia” by London-based The Banker Magazine.


Ms. Kara Magsanoc-Alikpala
Vice President, Cancer Coalition Philippines

Kara Magsanoc-Alikpala is the Founding President of the ICANSERVE Foundation, a Philippine-based advocacy group that promotes early breast cancer detection, accurate diagnosis and timely treatment through multimedia platforms and community-based programs in partnership with local government. She is the Vice President of the Cancer Coalition of the Philippines , prime mover behind the Cancer Act or the National Integrated Cancer Control Law enacted last February 2019.  She is a member of the Global Action for Cancer Patients, an international advocacy group focused on patient value. Alikpala is co-author of the study released in October 2017, “Patient Centricity In Cancer Care” published by the Frontiers in Pharmacology, section Pharmaceutical Medicine and Outcomes Research. She is a Member of the Board of Trustees of the Philippine Alliance of Patient Organizations and a Member of the Committee on Patient, Family and Community Engagement of the Philippine Health Research Ethics Board. She is a broadcast journalist and documentary filmmaker. She founded Storytellers International and is a contributing producer to CNN International. She took an executive course on Health Technology Assessment from the London School of Economics, and holds a Masteral degree from Boston University in M.S. Journalism. She is a breast cancer survivor of over twenty years.
